I'm speechless. The "pre-construction" and "exclusion of owls..." sections really blow me away. Not that the whole report isn't damning in and of itself, but those two sections shed a new light on what's happened. It's unbelievable that so many of these recommendations contradict the actions taken thus far. Great work on uncovering this, Scott!
